Fighting for tax credit scholarships in SC
for our K-12 children with “special needs”

Palmetto Kids FIRST is South Carolina’s only independent and non-partisan Scholarship Funding Organization. Between January 1st, 2014 and June 30th, 2016, together we raised approximately $18 million from 1,000 individual donors ranging from $100 to $2.75 MILLION each accounting for approximately 85% of the entire program. We have allocated over $17 million dollars of K-12 scholarships to eligible “special needs” children – that is nearly 3,000 scholarships at 70 schools all across SC!!!  Together we were all “changing lives”.

However, in a last minute legislative ambush in May 2016 (literally in the last 52 minutes of the nearly 5 month long legislative budget session), SC State Legislators gave control of the program to the SC Department of Revenue and a legislatively appointed “board”.  As such, starting July 1st, 2016, parents, schools and donors have been thrown into utter turmoil and chaos. These change has proven to be anything but “Bigger, Better, Faster” as our opposition within the school choice movement in SC claimed. A major failure by any measure.  Sadly, all political games by state and national interests and alleged policy groups that are clearly only using our children as pawns to further their personal and corporate agendas.
