Palmetto Promise Institute – FAILED Legislative Analysis

UPDATE: Although this post is dated May 2016 when PPI originally published their legislative analysis … we now know it was a complete failure.

May 2016 | In the heat of the last minute legislative takeover of South Carolina’s school choice program (by Republicans incidentally) … Palmetto Promise Institute (an self-proclaimed conservative think tank) came out with a “Legislative Analysis” supporting the takeover … going so far as to say under the governments administration the independent school choice program would be …

Bigger, Better, Faster.

Well, nothing could have been more flawed or wrong.

Since the SC Department of Revenue and the 5 person legislatively appointed board at (not so) Exceptional SC took over the program … it has been an indisputable administrative disaster … and Palmetto Promise Institute has removed their failed Legislative Analysis …

So, the question is, “why” would a self-proclaimed conservative and limited government / free-market think tank organization like Palmetto Promise Institute support what is now the NATION’S ONLY government run K-12 tax credit scholarship program? Two months later Palmetto Promise Institute was celebrating Dr. Milton Friedman’s birthday.

One moment they are touting the benefits of the GOVERNMENT running a K-12 private school choice program …. and two months later they are celebrating Dr. Milton Friedman? Well we all know what Dr. Friedman thinks about government and school choice …

Looks like Dr. Friedman was right … and Palmetto Promise Institute was wrong. The question is, why? Stay tuned …

$8 MILLION “lost” by (not so) Exceptional SC!!!

Well, the final numbers are in for 2020. 

Exceptional SC raised “only” $4,045,107.80 (out of the available $12 MILLION) in 2020.

As such … $8 MILLION has been lost forever … AGAIN!!!  Exceptional SC “lost” $7.45 MILLION in 2019!!!

THE BANK STATEMENT:  We were able to get the bank statements this past week via a Freedom of Information Act (FOIA) request. 

These bank statements revealed (among other things) that $2.1 MILLION was from one donor.  Had it not been for the generosity of this one donor … it would have been even more disastrous.

Palmetto Kids FIRST Donor:  And no … this $2.1 million donor was not a huge victory for (not so) Exceptional SC.  This was a Palmetto Kids FIRST donor we first brought to the table in 2014. 

Exceptional SC is still living off all the work the “independent non-profits” did and not adding any new value to the situation.

Nothing has changed for the better … 

Independent Non-Profits … just like every other state … is the ONLY solution!!!

It is finally here … the 2020 parental tax credit “race”!!!

Next FRIDAY, JANUARY 15TH … at 8:30AM sharp!!!

GET READY … and don’t be late.  We expect the entire $2 MILLION to be claimed within minutes!!!

YES … MINUTES … so prepare yourself and type fast.

THE PROCESS: The South Carolina Department of Revenue (SCDOR) will begin accepting applications for the 2020 Parental Refundable Tax Credit on January 15, 2021 at 8:30 a.m. A new tutorial is available to help you with the new submission process. Learn more below. 

What you need to know:

  • You must submit your Parental Refundable Credit application online using the SCDOR’s free and secure tax portal, MyDORWAY. The SCDOR will not accept paper, faxed, or emailed applications.
  • A new tutorial is available to show you how to submit your application through MyDORWAY. Prepare now by watching the tutorial.
  • Details about the application and the application process are available at dor.sc.gov/exceptional-sc.

What you need to do:

  • Sign up for MyDORWAY now so you’ll be ready to submit your application on January 15, 2021.
  • If you’re new to MyDORWAY, sign up information and tutorials are available at dor.sc.gov/MyDORWAY.

Exceptional SC Legal Status EXPIRED … AGAIN!!!

Seriously … can this be happening again??? 

Granted, I am a tax attorney / CPA … so I think about these things all the time … and one of the VERY FIRST THINGS they teach us “tax people” is BEFORE YOUR CLIENT DONATES TO A NON-PROFIT … check their legal status.  If not all in order, and you let your client donate … it could be LEGAL MALPRACTICE!!!

First you check that the non-profit is actually an IRS approved 501(c)(3) nonprofit … and then you check the Secretary of State’s Office to verify the organization’s legal status is current.

(not so) Exceptional SCs Status?  EXPIRED … AGAIN!!!

Why, Why, Why???  Remember this from JANUARY 2020 … we mocked the incompetency back then … but no, the #FireTheBoard!!! at (not so) Exceptional SC let their legal status expire AGAIN!!!
